Getting onto a government bus procurement panel

23 June 2026 · 6 min read

How Australian state transport procurement panels work for bus suppliers and operators, and what a submission needs to contain.

A large share of Australian bus purchasing runs through state government panels and contracts. Being outside them limits what you can win, regardless of how good the vehicle or the service is.

Each state runs its own

Transport for NSW, the Victorian Department of Transport and Planning, and Queensland Transport and Main Roads each run their own arrangements, with their own requirements and their own timing. There is no single national panel.

What they have in common is that they open at intervals rather than continuously, and missing a window means waiting.

What a submission generally has to demonstrate

Financial capacity and insurance. Work health and safety systems, usually with documented policies. Quality management. Modern slavery and supply chain statements. Local content, where it applies. Compliance with the technical specification, item by item.

That last one is where most submissions lose marks: not by failing a requirement, but by not clearly demonstrating compliance against each numbered item in the format asked for.

The paperwork exists before the tender does

Policies, certificates and systems cannot be produced in the three weeks a tender is open. Operators and suppliers who win panels have that material current and filed before the window opens.

If you are thinking about a panel submission in the next two years, the work starts now: documented policies, a quality system, insurance certificates, and evidence you follow them.

Whole-of-life cost is usually scored

Panels rarely award on purchase price alone. Fuel, maintenance, residual and emissions typically carry weight. A submission with a defensible ten-year cost model, showing its assumptions, scores better than one quoting a low price.

And read the evaluation criteria as instructions

They tell you exactly what will be scored and how much each part is worth. Structure the response to match them in order. Evaluators are working through many submissions against a rubric; making it easy to find your answer is worth real marks.
